Key points of national standardization work in 2024

The year 2024 is a key year for further promoting the implementation of the National Standardization Development Program (hereinafter referred to as the Program) and achieving the 2025 development goals of the Program. The overall requirements for standardization in 2024 are:  Further promote the implementation of the key tasks of the Outline, implement the requirements of the National Conference on Market Regulation, effectively guide the construction of a modern industrial system with standards, strive to expand domestic demand, make every effort to improve the level of opening up, coordinate development and safety, promote standardization to better serve high-quality economic and social development, and realize the development of standardization itself. It will make contributions to comprehensively promoting the building of a strong country and the great cause of national rejuvenation with Chinese-style modernization.

First, focus on expanding domestic demand and accelerate a new round of standard upgrading

1. Promptly revise a number of mandatory national standards for energy consumption quotas and energy efficiency of products and equipment, formulate and revise emission standards for pollutants in key industries such as pesticides, starch, petrochemicals, uranium mining and metallurgy, and lead the upgrading of traditional industries.

2. Strengthen the formulation and implementation of mandatory national standards for key industrial products and special equipment involving safety, so as to achieve "when strong, it is strong and should be strong".

3. Promote the upgrading of standards in agricultural machinery and equipment, CNC machine tools and other fields, and promote the upgrading and transformation of high-end, intelligent and green equipment and materials.

4. Advance the layout of a number of new standards in the fields of new energy storage, hydrogen energy, and safety emergency equipment, guide the direction of industrial development, and actively cultivate new business forms and models.

5. Accelerate the upgrading of quality and safety standards for household appliances, furniture, decoration materials and other products, formulate relevant standards for energy efficiency and water efficiency of household appliances and recycling of used household appliances, and help the upgrading of bulk consumer goods.

6. Upgrade intelligent manufacturing, green manufacturing and service-oriented manufacturing standards. We will improve the standard system for the integration of the two technologies, and accelerate the development of standards for digital transformation.

7. Promote new infrastructure standards such as new data centers and electric vehicle charging.

8. Strengthen the development of high-end consumer electronics, green products and other fields of standards to meet high-end, green consumer demand.

9. Improve the standards of age-appropriate furniture and household appliances, age-appropriate equipment and Internet applications, rehabilitation AIDS and other age-appropriate products to ensure the peace of mind of the elderly.

10. Improve standards in catering, housekeeping, tourism, culture and entertainment, and fitness to boost consumer confidence in services.

Second, cultivate new advantages in international competition and cooperation, and vigorously implement the internationalization of standards

11. Actively participate in the governance of international standards organizations such as ISO, IEC and ITU, and contribute Chinese wisdom in the aspects of strategic implementation framework, evaluation framework and roadmap.

12. Revise the Measures for the Management of Participation in International Standardization Activities of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).

13. Wider participation in the activities of international professional standards organizations is encouraged.

14. Promote the establishment of new technical institutions for international standards organizations in the fields of cultural heritage protection and digital marketing.

15. Put forward proposals for international standards in key areas such as climate change, financial services, digital economy, new energy, aerospace, shipping, and traditional Chinese medicine.

16. Focus on key and emerging technology fields such as carbon peak carbon neutrality, artificial intelligence, and quantum technology, and add a number of registered experts of international standards organizations.

17. Explore the establishment of a group of international standardization innovation teams in key areas such as new energy vehicles, new power systems, and new generation information technology, and strengthen the construction of international standardization talent pool.

18. Implement a number of standardization capacity building cooperation projects, focusing on ASEAN, Central Asia, South Asia, Africa and other regions, carry out standardization training cooperation, and strengthen mutual learning of standards among countries.

19. Strengthen exchange and dialogue on standards information, further improve the Belt and Road national standards information platform, carry out standard exchange, and continue to promote mutual recognition of Chinese and foreign standards in electric vehicles, agriculture, electricity and other fields.

20. Promote the holding of sub-forums on standardization of Hongqiao International Economic Forum, and build a high-end dialogue platform for standardization.

Third, vigorously build a modern industrial system, and concentrate on carrying out a number of major landmark projects for standard chain stability

21. Improve industrial basic standard systems such as core components (components), key basic materials, advanced basic industries, and industrial technology foundations, accelerate the formulation of industrial software standards such as industrial design, industrial simulation, and database, and consolidate the foundation for high-quality industrial development.

22. Accelerate the development of special materials for additive manufacturing, key metal parts testing and other standards to promote the popularization of additive manufacturing.

23. Release and implement standards for rare earth mining concentrate, rare earth smelting and separation, high-end rare earth processing, and rare earth secondary resource recovery. Speed up the development of recycled steel raw materials, recycled superalloy raw materials, recycled plastics, rubber and other recycled materials standards.

24. Focus on the development of integrated circuit standards such as core interconnect interface and electronic design automation (EDA) tools, and speed up the construction of integrated circuit design, manufacturing, sealing and testing of the whole industry chain standard system.

25. Promote the development of standards such as robot reliability information security and typical scenario application requirements, and promote the application of industrial and agricultural robots.

26. Formulate a batch of national standards for Beidou scale application and extend the value chain for Beidou scale application.

27. Develop next-generation information technology standards such as cloud computing, blockchain and big data, and foster and strengthen emerging industries.

28. Focus on the safety of generative artificial intelligence, strengthen the development of safety standards in key links such as service safety, manual labeling safety, pre-training and optimized training data safety.

29. Release and implement a series of safety standards for Advanced Driver assistance Systems (ADAS) focusing on the safety of intelligent connected vehicle assisted driving.

30. Formulate electrification standards for construction machinery such as excavators, loaders and dump trucks to promote electrification transformation of construction machinery.

31. Develop standards such as smart home connectivity architecture, cloud-edge collaboration, local connectivity, and product evaluation to realize smart home connectivity.

32. Coordinate national standardization pilot demonstrations, and simultaneously promote technological research, standard development, and industrial promotion.

33. Strengthen the coordination and linkage of upstream and downstream standardization technology organizations, and comprehensively use standards at all levels to build a standard chain that matches the industrial chain.

34. Release a number of landmark achievements of standard chain stabilization, organize on-site promotion meetings of experience exchange, and provide standard paradigms that can be replicated and promoted.

Fourth, accelerate the construction of a unified national large market, continue to optimize the new standard system, and focus on strengthening the implementation and application of standards

35. Continue to optimize the national standards and industry standards system, in the non-ferrous metals, plastics, earthmoving machinery, metal cutting machine tools, wind power equipment and other key areas of the optimization and upgrading of the standard system pilot, focusing on the development needs of industrial fields, more efforts to integrate a batch of standards, revise a batch, formulate a batch, abolish a batch of standards.

36. Standardize the formulation and application of local standards, clear up the stock, strictly control the increase, sort out, investigate and rectify the situation and problems of improper use of local standards in local policies and measures, affecting fair competition, and clean up local standards that are formulated beyond the scope and do not comply with the technical content.

Formulate national standards for the credit commitment of business entities, classification of credit-breaking information, and credit evaluation of individual industrial and commercial households, promote orderly sharing and efficient use of evaluation information, and support multi-departmental joint supervision of credit-breaking behaviors.

38. Optimize the product defect and safety management standard system, and strengthen the development of key standards for cutting-edge technology safety assessment and defect analysis.

39. Promote the establishment of a coordinated national standard sample system, increase the development of standard samples in key fields such as green ecology, biotechnology, metal and non-metallic materials, and energy, and enrich the types and quantities of standard samples.

40. Formulate national standards for fair competition compliance management of business operators to provide guidance for fair competition compliance management.

41. Improve the network standard and specification system of the integrated market supervision platform, and study and formulate management norms for the network access institutions of the integrated platform.

42. Promote the data survey of the implementation of standards, establish the assessment and evaluation plan of the statistical analysis point of the implementation of mandatory standards, and form a management mechanism of "in and out".

43. Promote regular statistical analysis of the implementation of mandatory national standards in all regions, departments and statistical analysis points.

44. Establish and improve the incentive mechanism for quoting standards and implementing standards, strictly implement the disclosure and supervision system of enterprise standard self-declaration, and enhance the basic supporting role of standardization for economic and social development.

45. Strengthen the management of national standardization pilot demonstration norms, coordinate the layout and system construction, strengthen the goal orientation and effect evaluation, and give full play to the role of point force, surface demonstration and overall driving.

46. Vigorously promote the evaluation of the implementation effect of standards, form a number of evaluation methods and models of the implementation effect of standards, and promote a number of typical examples of the implementation effect of standards.

47. Establish a standardization innovation activity index model, and release reports on standardization innovation development at the national, local and enterprise levels in stages.

48. Explore the establishment of a standard system for ecological protection and high-quality development in the Yellow River Basin and a standard system for ecological civilization in the Yangtze River Economic Belt, promote the formulation of mandatory water quota standards for high-water consumption industries in the Yellow River Basin, improve the "3+2" standardization strategic cooperation mechanism in North China, and improve the Yangtze River Delta regional coordination system for local standards. 49. To publish a number of "Bay Area Standards", focusing on areas of common need for the Greater Bay Area, such as food, transport, modern services and water-related affairs.

50. Build a cross-Straits standard common service platform to provide standard information services to people on both sides of the Taiwan Straits.

51. Carry out urban standardization actions, and promote the construction of innovative cities for international standardization and comprehensive pilot projects for urban standardization innovation.

5. Build a new system of an open economy at a higher level and steadily expand standard institutional opening-up

52. Focus on key areas such as consumer goods, manufacturing, new infrastructure, and carbon peaking and carbon neutrality, and actively transform advanced and applicable international standards to enhance the consistency of domestic and international standards.

53. In light of the cooperation needs of Belt and Road countries in industry, trade, science and technology, engineering construction and other fields, speed up the compilation of Chinese standards in foreign languages, and strengthen the overseas application and mutual recognition of Chinese standards.

54. Speed up coordination and alignment with relevant rules such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), and promote alignment with high-standard international economic and trade rules.

55. We will study and formulate guidelines on steadily expanding standard-based institutional opening-up to promote a high level of opening-up with high standards.

56. The national Technical Committee for professional standardization should be upgraded to the international level, and the proportion of technical committee members who are registered experts in international standards should be increased.

57. Support pilot free trade zones/ports to carry out standard-institution-based opening-up trials, and give priority to building institutional systems and regulatory models that align with international high-standard economic and trade rules.

58. Promote the international development of group standards organizations in China, and support enterprises, social organizations, and scientific research institutions to actively participate in and cultivate international professional standards organizations.

59. Make better use of China-Eu, Northeast Asia, China-Russia, China-Asean, China-Germany, China-France, China-UK and other multilateral and bilateral mechanisms to carry out standardized and practical cooperation.

60. Actively expand cooperation partnerships with relevant countries in the Arab, African and American regions, and sign more standardization cooperation documents.

61. Establish an inter-governmental dialogue mechanism on standards and conformity assessment to strengthen standardization cooperation and exchanges.

62. More issues on standardization cooperation have been raised in cooperation platforms such as APEC, Shanghai Cooperation Organization and BRICS. Under the framework of mechanisms such as the Belt and Road Forum for International Cooperation, more standardization achievements will be planned.

6. Achieve high-quality development of standardization itself, strive to consolidate the foundation of standardization development and expand the influence of standardization

63. Revise the management methods of national standardized guiding technical documents, the management methods of agricultural and rural standardization, adopt international standard management methods, and promote the development of group standard management methods.

64. Explore the establishment of industry standard code annual report work system.

65. Vigorously implement the group standard training plan and organize the evaluation of group standard organizational capacity.

66. Formulate and implement management measures for strengthening supervision of the implementation of standards, continue to promote the "double random and one open" supervision of group standards and enterprise standards, and strengthen supervision and spot checks of industry standards and local standards.

67. Implement the Measures for the Promotion of Enterprise Standardization, and further promote the disclosure and supervision of enterprise standard self-declaration.

68. Accelerate the promulgation of guidelines on deepening the interactive development of standardization and scientific and technological innovation.

69. Make overall plans to build and scientifically manage all types of standardization technical organizations at all levels, focus on cutting-edge technologies and emerging fields such as environment, society and corporate governance (ESG), and lay out a group of standardization project research groups and standardization technical organizations in a forward-looking manner.

70. Actively promote research on the digitalization of standards, and carry out pilot projects on the digitalization of standards.

71. Further promote the implementation of the technical organization liaison mechanism, and smooth the "microcirculation" of technical organizations.

72. Continue to carry out the assessment and evaluation of the National Professional Standardization Technical Committee and the domestic technical counterpart of the international standards Organization, strengthen the application of the results, and realize the dynamic management of "able to enter and exit".

73. Organizing the selection and commendation of China Standards Innovation Contribution Award.

74. More than 300 standard innovative enterprises have been cultivated.

75. Continue to hold the "Private Economy Standards Innovation Week" activities.

76. Encourage enterprises to strive for the "leader" of enterprise standards, and carry out in-depth actions to improve standards.

77. Continue to do a good job in the construction of national standardization pilot demonstration projects in agriculture and rural areas, intelligent manufacturing, circular economy, services, and social management.

78. Make good use of the think tank resources of the China Standardization Expert Committee to strengthen the research on the basic theories of standardization, the design of technical paths and the research and judgment of development trends.

79. Fully implement the Special Action Plan for the Training of Standardized Talents (2023-2025), improve the classification system and occupational standards related to standardization, and promote the construction of standardized talents.

80. Carry out classified statistics of national standardized personnel, and build a national standardized personnel classification training base.

81. Relying on ordinary institutions of higher learning, strengthen the construction of standardization related majors, support qualified vocational colleges to set up standardization technology majors, and vigorously train standardized applied talents.
